out of oakland where police have raid add marijuana grow operation. news chopper 2 is live over the scene at role lands way. they arrived here early this morning and raided the warehouse. they found hundreds of marijuana plants inside along with cultivation equipment. these are live pictures from news chopper two. there is some activity and two people are arrested and their identities have not yet been released. we will follow the story and we will have more on the operation and arrest on ktvu news at five. >>> oakland police are investigating three separate shootings overnight. it happened at 8:40 last night. they rushed to a shooting on hawkins drive. just south of the coliseum. when officers arrived, they found one man dead. police have not released his identity and called for a translator because he is asian. then they found a woman wounded in the block of 18th street and west oakland. he is listed in stable condition. around 2:30 a man was shot in the 400 block of 60th street. the victim has been uncooperative. so far, there are no arrests in any of the cases. >>> in san jose,

minutes from the oakland a's into downtown san francisco. it is actually moving well. -- oakland may ease thze. the goldn gate you can see they're so good wet roads out there, make sure you're being extra careful on wet roads. it easy to me between the north bay in downtown sambar's as go. traffic maps show no hot spots but it is picking up regular slow commute traffic coming out of tracy threw the all to my and into livermore. it is heavy from 2052 livermore ave. it moves well as you make the connection and 2680. south bay, no major accident but you can see yellow on the 1 01 that is northbound traffic headed to san jose torres mountain view. give yourself extra time this morning before you head out the door. >> chevron officials say a small fire at its refinery in richmond evening yesterday is nothing to be alarmed about. a spokesperson confirmed that the where was that as a precaution. it was a small flareup and no shelter and place orders were needed. the rich the refinery was the site of a major fire in august when leaking fumes from a pipe ignited sending thick black smoke

text sense of relationship. jail: sf resident marlene lintz and oakland resident montrail brackens both under arrest for murder. 2 hercules residents, tyler miller, and heather leach as well as oakland resident maryann manalastas were arrested for accessory to murder. it was this past sunday evenig when police say a motorist found the two victims in the middle of brussels street, bound and gagged and fighting for their life. >> the male, identified as 26 eyar old steven reid died later at the hospital, the woman not identified is in serious condition. although there are many unanswered questions, such as whether the two were beaten elsewhere and then dumped in san francisco. police are revealing some details at a news conference tuesday. >> the motive of this was under investigation but i cannot provide specific details. but i can say that there were blunt force trauma to the upper body of the mail. because of the death is still pending of the autopsy report. blog force trauma to the upper bod of the male but sombecomin the san francisco, kn 4 news. there is a spike of violent shooter.

. if we were needing assistance from oakland police department and they needed to come into san francisco, we have a really good structure to be able to implement interoperatable communications over the radio. but with the military this is a whole new set of radio frequencies, radio technology, even before the planning we didn't know what they had. it took us several planning opportunities and meetings to flush through some of that information and one of the biggest take aways for us, as a city we're required to have a tactical interoperatable communications plan. it describes how you interoperate in an emergency or an event within the city as well as regional partners. we don't have that with military and i think that's one of the biggest take aways, we need to really flesh out a document so we have captured who our contacts are, what technology they are going to bring to the table and start that initial planning from the get-go. we also had some technical challenges with land mobile radio. you know, we have the coverage issues, but we were stationed at the san francisco police

under contract. we do not have our own helicopters in oakland or san francisco itself, as was already mentioned to, san francisco is very difficult to get to in the case of a major event. it's either going to be getting people in or obviously getting across the bridges and getting material in. while we have the transport ability on the ground we don't have a lot of aircraft capability. most of our facilities wouldn't come in via aircraft anyway. the services we need, it's not typically getting the people, it's getting to the location you need to do the work. while we can drop folks via helicopter, we do that on a pretty regular basis during fires and storms up in the mountains, it's going to be able to get the roads clear and get the bridges open or get access into the location for which we need to get to. in fact, we suffered tlie that in a lot of the big cities just even during commute times if there's a minor emergency getting tlau and we have a relationship with the city here in san francisco where the fire department and the first responders have reached out to us and will help u
